Aer Lingus is not owned by United, but the two airlines are partners. This partnership lets you earn or redeem miles on each other's flights, depending on which loyalty account you credit. You cannot earn miles in both programs for the same flight, and there are restrictions on redemptions.
You can't use United miles to book through Aer Lingus directly, but you can book select Aer Lingus flights through United with MileagePlus miles. Not all routes are available though. You can transfer Avios in at 1:1 ratio from: Wells Fargo Go Far Rewards (115% value retained), American Express Membership Rewards (94% retained), Chase Ultimate Rewards (91% retained), and Bilt Rewards (88% retained). Marriott Bonvoy transfers in at 3:1 (71% value retained) with a 5,000 Avios bonus per 60,000 Marriott points. You cannot transfer Avios out to other programs; Avios generally stay within the Avios ecosystem.
